As a result of a reduction of funding the decision has been taken to reduce the size of the Safety Camera Partnership, the number of staff and the services provided will therefore be reduced over the coming months. We can confirm that the number of fixed camera housings in the county will not change and mobile units will continue to operate across the county. Unfortunately the 'Speed Awareness Message' (SAM) service will be withdrawn. Please note that both fixed site and mobile camera enforcement will continue to take place in Norfolk. Road safety remains a priority for Norfolk Constabulary and Norfolk County Council who will continue to work together to deliver appropriate education, enforcement and engineering solutions.

Funding Changes For Partnership

The new coalition government has announced a reduction in the RSSG (Road Safety Support Grant) grant for 2010/11. The reduction included all capital and 29% of revenue for 10/11. The announcement included that there would be no RSS grant for 2011/2012. The announcement has resulted in an immediate need to review ongoing costs which has resulted in the structure of the SCP being subject to early review.

Wells Speed Reduction Campaign

Wells Neighbourhood Policing Team are working in partnership with the Safety Camera Partnership and are tackling speeding issues in Wells and surrounding parishes as part of "Brighter Lives in Norfolk Week".  They will be conducting speed checks throughout the week as part of a campaign to reduce speed and create awareness around safe driving.  They will be utilising equipment and specialised vehicles used by the Safety Camera Partnership and they welcome people to come and visit the specially designed van when they see it out and about to see how the equipment works and meet the teams.

The "Brighter Lives in Norfolk " campaign is part of the Safety Camera Partnerships new initiative "Community Concerns".

This initiative will enable the Safety Camera Partnership to support the local Safer Neighbourhood Teams in Norfolk with deployment of speed awareness messaging vehicles, mobile speed signs, the partnership motorcycle and the latest speed enforcement technology vehicles (Concept and Commander System).

The Partnership will also be training special constables in the use of hand held laser equipment for use at sites identified by intelligence as areas of poor compliance to the speed limit.

The aims of the "Community Concerns" initiative is to:

  • Increase awareness among the local community of what the police and local agencies do to tackle crime and anti social behaviour.
  • Increase the public confidence in the work the police and local agencies are doing to tackle crime and anti social behaviour and make communities safer.
  • Encourage the public to engage with the police and local agencies to play their part in tackling crime and anti social behaviour.
  • Engage local and regional media and encourage them to support the work that is carried out locally.

Norwich drivers will have noticed three new speed cameras being installed over the last three months. Two of these are now in use, and the third, on Queen’s Road, will soon follow.

The Norfolk County Council Casualty Reduction Team has won the Local Government “Team of the Year 2009” award, given to the council team whose work has shone and stood out above all others.

On Thursday 23rd April 2009 Norfolk County Council in conjuction with the Safety Camera Partnership and the children of Stalham Junior School launched the “Caring About Rural Speed” campaign.


The £80,000 “Hugger” campaign was launched on Friday 24th April 2009 at the Forum, Norwich.  This campaign aims to improve motorcycle safety by adopting the “Hugger” character, named after the rear mudguard of a motorcycle, to promote awareness to both other riders and drivers.
