The Norfolk Partnership has 19 fixed camera sites throughout the county to detect vehicles exceeding the posted speed limit on roads with a history of road traffic collisions in which speed was a causation factor in the incident or by the severity of the injury.
This does not replace the wider role of the Norfolk Constabulary in dealing with speeding and other infringements in road traffic laws across the whole county.

Camera sites have been selected on the basis of their history against a combination of Personal Injury Collisions (PIC) and Killed and Seriously Injured (KSI) collisions as well as other factors, such as speed and extensive analysis by the County Council Planning & Transportation Department which will have shown there to be no reasonable alternative engineering solution.

The decision as to what type of camera (fixed or mobile) will be used at a site has taken into account the volume, severity and distribution of collisions. A dedicated Data Analyst is employed by the Partnership for performance and on-going data monitoring of all existing sites and to research any case for potential new sites.

The strict criteria for installation of camera sites is based upon the Handbook of Rules and Guidance for the National Safety Camera Programme for England & Wales produced by the Department for Transport. Activity by the Partnership was monitored closely by the DfT to ensure that the rules and guidance were strictly adhered to. Although this arrangement ended in March 2007, the Norfolk Partnership will continue to use criteria based on the handbook, although with some adjustments to more closely meet local needs.
